The Stewards' Panel Chair reported that he had seen Mr Alex Edwards using his mobile phone outside the phone zone.
Mr Edwards was fined £290.
The winner, Light Of Air (FR), appeared to show improved form compared with its previous run at Nottingham on 16 August 2019 where the gelding finished sixth of nine, beaten by 16 lengths.
The representative of Gary Moore could offer no explanation for the gelding's improved form.
