The Stewards interviewed G.J. Phillips, rider of Hurricane Twister, concerning his use of the whip in this race. Evidence was heard from the rider concerned. Having viewed a recording of the race and considered the evidence the Stewards were of the opinion that the rider was in breach of Regulation 10.3(f) and 10.4, in that he used the whip with excessive frequency, while failing to give his mount time to respond and having considered his record, cautioned him concerning his future responsibilities in this regard . The Stewards requested a report from V.Clifford, trainer as to the apparent improvement in form of Hurricane Twister, placed first, as compared with its recent form. The trainer reported that his charge may have needed his first run in Tipperary, it being his first run after a break. Regarding his penultimate run at Cork, he stated that he failed to pick up on the good to firm ground. He added that his charge disappointed on his last start in Cork over an inadequate trip on good ground. The trainer concluded by saying that his charge benefited from being able to dictate on today's softer ground over a more suitable trip. Having considered the evidence the Stewards noted the explanation offered.
